Puma Punku: Drill Holes

At first glance there is probably nothing much that grabs the attention. However, look closely and we have a perfectly flat surface and precise oblong, with an exact carved line running down it punctured with evenly space drill holes. Why? is the first question; How? is an equally big question, considering they had only simple stone tools; this leads to a question of the third kind, Who?
